Batman now questions his nightly crusades when a new threat arose... a psychotic individual simply known as the Joker... Batman wonders if his respective presence is only going to make things worse... He wonders if such monsters are crawling from the Gotham's underbelly will he need break his one rule to stop them...
The departed White Knight, Harvey Dent, lies six feet under due to this fiend who brought the DA to his and Batman's level at a time he was practicably destroyed mentally, emotionally... and physically... God only knows who else this charismatic devil will corrupt...

Dent while living may had been able to put most mob members behind bars... But the head bosses still walk the streets due their stronger influences... But the crimes families are now weakened... With another funny kind of help...
New players are taking the streets with their own plans to rule the city. Some will come from the city itself and others will come from the eastern side of the world... Some will have no connection with the mob... Some will be merely rogues with their own concerns on their minds and no one else...
